A project to develop clean management and resource circulation strategies for construction and demolition waste

Most construction and demolition wastes are stable and harmless substances, and these are also main recycling and reusing resources the whole world over. Therefore, establishing beneficial management and reuse strategies for construction and demolition waste had become significant toward the circular economy over the past few years. To improve the efficiency of resource circulation from construction and demolition waste, and assist to establish management strategies for that, the objective of this project was not only to review and analyze domestic and international regulations and strategies, but also to take an inventory of natural resources quantity for construction, relevant wastes generation situation, relevant reuse specifications, and asbestos-containing wastes treatment rules, and so on. According to the related official statistical data of resources and industrial wastes, among the primary utilized resources for construction in 2020, the metal products, including structural steel, reinforcement, etc., were used almost 6.89 million tons and concrete products, including ready-mixed concrete, concrete pipe and brick, etc., were used over 100 million tons. On the other hand, the construction wastes were generated around 2.05 million tons and surplus soils were generated even over 75.6 million tons after construction and demolition. In addition to inventory construction resources and wastes, the other major results of this project were as follows: 1. Investigated types, and treatment ways of wastes after interior renovation and upholstery, especially board materials, like calcium silicate and gypsum board. This project positively analyzed these encountered difficulties for reusing, recycling, and disposal of these wastes, and then discussed and suggested proper management strategies such as developing a unique declaration information system, certainly carrying source certification documents as well as reviewing current regulation of construction industrial waste. 2. Collected and analyzed each quality standard of utilizing inorganic recycled aggregates for road construction and products, and then, developed a secondary structural concrete products quality standard draft and self-checklists for reusing and recycling construction and demolition wastes. 3. Collected and reviewed domestic and international researches, indicators, and certification systems of the circular economy. Besides, this project also summarized construction circulation design strategies from 20 real construction cases, including a material bank, material passport system, reassembly design, green energy, renting as well as functional shared spaces. 4. Investigated the current situation of treatment or disposal of asbestos-containing wastes. Furthermore, this project also reviewed and evaluated the possibility, cost, and related regulations of the final disposal of asbestos-containing wastes by heat treatment. Lastly, the appropriate disposal suggestions were proposed. 5. Held 3 expert meetings to confirm the probable management benefits and suggestions for construction and demolition waste, and then evaluated the strategies for the construction relent industry alliance.
